Deal appoints five to boards

Michael Terrell, Board of Community Supervision (reappointment)
Terrell is the chief probation officer for Coweta County. He is a member of the Georgia Association of Chiefs of Police, the American Probation and Parole Association and the Georgia Probation Association. Terrell is a former member of the County and Municipal Probation Advisory Council. He attends Newnan First United Methodist Church and serves as the scoutmaster for Boy Scout Troop 41. Terrell earned a bachelor’s degree in Criminal Justice from the University of West Georgia. He and his wife, Elizabeth, have two children and reside in Newnan. 

Greg G. Allen, Criminal Case Data Exchange Board
Allen is the clerk of Forsyth County Superior and State Courts. He is the legislative chairman of the Clerks of Superior Court of Georgia and the first vice president of the Superior Court Clerks' Association of Georgia. Allen sits on the board of directors of the Georgia Superior Court Clerks Cooperative Authority (GSCCCA) and is a member of the Next Generation Courts Commission. He was named the 2018 “Clerk of the Year” by the Superior Court Clerks’ Association of Georgia and received the GSCCCA ÉCLAT Award in 2015. Allen is a member of Cumming First United Methodist Church. He earned a bachelor’s degree in Business Administration from Georgia State University. Allen and his wife, Kim, have three children and live in Cumming.

Gerald Couch, Criminal Case Data Exchange Board
Couch is the sheriff of Hall County and has more than 35 years of experience in law enforcement. He previously served as a major with the Gainesville Police Department. Couch’s previous roles in law enforcement include work as a patrol deputy, field training officer, investigator, sergeant and lieutenant. He is a member of the Georgia Sheriffs’ Association and Deal’s Law Enforcement Task Force. Couch sits on the executive board for the Georgia Law Enforcement Certification Program and the board of directors for the Edmondson-Telford Child Advocacy Center. He resides in Gainesville.

David Emerson, Criminal Case Data Exchange Board
Emerson is the chief judge of the Douglas County Superior Court. He is the chairman of the Judicial Council of Georgia’s Standing Committee on Judicial Workload Assessment and an ex officio director of the Georgia Technology Authority. Emerson is also the vice chairman of the Judicial Council of Georgia’s Technology Advisory Committee and a former president of the Council of Superior Court Judges. He earned a bachelor’s degree and a law degree from the University of Georgia. Emerson and his wife, Carol, have three children and live in Douglasville.

Steve Taylor, Criminal Case Data Exchange Board
Taylor is the commissioner of Bartow County. He owned and operated Taylor Farm Supply for 35 years. Taylor is a former chairman of the Development Authority of Bartow County and an original member of the Bartow-Cartersville Joint Development Authority. He also sits on the Board of Community Affairs. Taylor attended Reinhardt University. He and his wife, Sandy, have three children and seven grandchildren. They reside in Cartersville.
