Deal appoints four to boards

Shannon K. Dunlap, Sexual Offender Registration Review Board

Dunlap is a psychologist in private practice at Counseling Services, Inc. located in LaGrange. He is currently serving as president-elect of the Georgia Association for the Treatment of Sexual Abusers. Dunlap earned a bachelor’s degree from Valdosta State University, a master’s degree from Columbus State University and a doctorate in Psychology from Auburn University. He and his wife, Jane, have one son. They reside in LaGrange.

Sandra J. Putnam, Sexual Offender Registration Review Board (reappointment)

Putnam is a special agent that holds the rank of inspector in the Investigative Division at the Georgia Bureau of Investigation. She has been with the GBI for 19 years and has worked numerous specialized investigations dealing with white collar crime, cyber-crime, child sex trafficking and computer forensics. She is a member of the International Association of Chiefs of Police and is a P.O.S.T. certified instructor for law enforcement in the state of Georgia. Putnam earned a bachelor’s degree from Georgia College & State University and a master’s degree in Public Administration from Columbus State University. She and her husband, Spurgeon, have two children. They reside in Covington.

Judson Smith, Sexual Offender Registration Review Board (reappointment)

Smith currently serves as sheriff of Barrow County, a position he has held since 2008. He has been in law enforcement for more than 15 years. Smith graduated from Columbus State University with a bachelor’s degree and a master’s degree in Criminal Justice. He and his wife, Stephanie, have two children. They reside in Winder and attend Winder First Baptist Church.

Gerard W. Armorer, Sexual Offender Registration Review Board (reappointment)

Armorer is a field training officer and senior parole officer assigned to the State Board of Pardons and Parole’s Conyers District. He was previously the chief deputy marshal for the DeKalb County State Court Marshal’s Department and served as jail school administrator, deputy sheriff III and post-certified instructor for the DeKalb County Sheriff’s Department and the Clayton County Public Safety Training Institute. Before his career in Georgia law enforcement, he served in the U.S. Army as a flight operations specialist and worked as a producer for Newsweek magazine. Armorer earned a bachelor’s degree in Communications, specializing in English, from the New York Institute of Technology. Armorer and his wife, Fatimah, have one child and reside in Stone Mountain.
