Deal appoints eight to boards

Daniel C. White, FDR Warm Springs Advisory Committee
White has been a builder of energy efficient housing since 1982 and is the owner of Passive Solar Design and Construction Inc. He is also a founder of a nonprofit, the Rural Library Project Inc., which helps rural towns establish or improve public libraries. White serves as co-chair of the City of Atlanta Tree Commission and volunteers at Our Lady of Perpetual Help cancer hospice. He graduated from the Georgia Institute of Technology with a bachelor’s degree in Business Management. He resides in Atlanta.

Jim A. Beard, Governor’s Commission on 911 System Modernization and Balanced Funding Model
Beard is currently the chief financial officer for the City of Atlanta. Prior to this assignment, he served as the deputy commissioner of finance and management for Atlanta’s Department of Watershed Management. Beard also served as treasurer for the Palm Beach County Clerk & Comptroller in Florida. He received dual bachelor’s degrees in Finance and International Business from Florida International University and also attended the U.S. Coast Guard Academy in New London, Conn. He earned his master’s degree in Business Administration from the J.L. Kellogg School of Management at Northwestern University. He has one son and resides in Atlanta.

Charley English, Governor’s Commission on 911 System Modernization and Balanced Funding Model
English is currently the director of the Georgia Emergency Management Agency, the State's Homeland Security director and the chairman of the state’s Homeland Security Task Force. English earned his associate’s degree in Criminal Justice from Clayton Junior College, his bachelor's degree in Public and Urban Affairs from Georgia State University and his master's degree in Homeland Security and Defense from the Naval Postgraduate School. While earning his master’s degree, English was recognized with the Professor Phillip Zimbardo Award. He and his wife of 22 years, Ronda, have three children. They reside in Fayetteville.

Charles M. Walters, Governor’s Commission on 911 System Modernization and Balanced Funding Model
Walters serves as chief of police for the Gwinnett County Police Department. Previously, Walters served as commander of the Training Division before his appointment to commander of the Support Operations Division and the Uniform Division. Walters holds a bachelor’s degree in Criminal Justice from Brenau University and a master’s degree in Criminal Justice from Georgia State University. He is also a graduate of the FBI National Academy and a graduate of Leadership Gwinnett. Walters attended the Association County Commissioners of Georgia’s Regional Leadership Institute and is an active member of the Georgia Association of Chiefs of Police, as well as the Gwinnett Police Chiefs. He and his wife, Lisa, have four children and reside in Dacula.

Chuck Eaton, Governor’s Commission on 911 System Modernization and Balanced Funding Model
Eaton currently serves on the Public Service Commission. Before serving on the commission, he worked in real estate sales and was an account executive for a packaging manufacturer. He is the past president of the Buckhead Forest Civic Association and a representative to the Atlanta Neighborhood Planning Unit "B." Eaton also served on the board of directors for Troup Haven House. He has a bachelor’s degree in Accounting from the University of Alabama and is a graduate of the Coverdell Leadership Institute. He and his wife, Erika, have one daughter. They reside in Atlanta.  

Gregory Whitaker, Governor’s Commission on 911 System Modernization and Balanced Funding Model
Whitaker became the director of the Douglas County 911 System in 1993 after working with the Douglas County Sheriff’s Department. He is a member of the National Emergency Number Association and the Association of Public Safety Communications Officials. Marking his third term, Whitaker was re-elected as president of the Georgia 9-1-1 Directors Association for the second time in 2012. He is a graduate of the North Central Georgia Law Enforcement Academy. He previously served as an instructor at the Fulton County Public Safety Training Center, the Clayton Regional Law Enforcement Academy and the North Central Law Enforcement Academy. Whitaker and his wife, Vicki, have two daughters. They reside in Winston.

Teresa P. Tomlinson, Governor’s Commission on 911 System Modernization and Balanced Funding Model
Tomlinson currently serves as mayor of Columbus. She previously practiced with the law firm of Pope, McGlamry, Kilpatrick, Morrison and Norwood, LLC, where she specialized in complex litigation. Tomlinson also served as executive director of MidTown, Inc., a nonprofit community renewal organization. She is a graduate of Sweet Briar College and the Emory University School of Law. She and her husband, Trip, reside in Columbus.

John R. Phillips, Rural Development Council
Phillips is the chief  executive officer and founder of the Phillips Group Inc., an international corporate investigative and security firm. He is active in the American Society for Industrial Security and the Association of Certified Fraud Examiners. Phillips served as a member of the Henry County Planning Board and now volunteers on several civic boards. He and his wife, Letha, have five children and five grandchildren.
