Heather Rowles

Executive Director, MPA, Multi-Agency Alliance for Children (MAAC)

Rowles is the Executive Director of the Multi-Agency Alliance for Children (MAAC). She has held this role since 2004, when she was brought on as the only full-time employee. She served on the MAAC Clinical Team from 1998-2004 prior to being selected as the Executive Director and has more than 15 years of experience in Child Welfare. Since MAAC’s early days, the service population has tripled and Rowles now manages a 35-member clinical and administrative support staff.
 
Rowles and her team at MAAC strongly believe that kids should be served in the lowest level of care possible and that every child can succeed - it just takes some a little more help than others. Nine non-profit behavioral healthcare providers are united to serve children and families through MAAC, with a scope of services ranging from assessments to intensive psychiatric care, adoptions to residential group homes, therapeutic foster care to maternity care, and much more. All of MAAC’s partner agencies believe in best practices for children and most have received national accreditation.
 
Through and with MAAC, Rowles helps kids because she provides a forum to listen to what they need, from their point-of-view, as well as from the perspective of the adults in the their lives. She cares about what happens to “her kids” and has known some of the MAAC youth for over five years, watching them proudly as they make hard-fought and hard- earned progress in their lives.
 
Rowles earned a master’s degree in Public Administration from Keller Graduate School of Management and a bachelor's degree in Psychology from Appalachian State University. She has served on numerous boards and committees including Foster Family Foundation, Teen Parent Connection, Georgia Chapter Chair for Foster Family-based Treatment Association, Embrace Operating Committee, Co-Chair of Georgia KaleidaCare User Group, and the Child Placement Conference Committee and is a seasoned presenter/trainer at Child Welfare-related conferences around the U.S.
